Land Mutation in Odisha has been amended,to ensure mutation of land within a week of purchase.

Bhubanewsar: The process of Land Mutation in Odisha has been made simpler and less time consuming. With a view to dispose off mutation cases at an early date, Odisha Government has amended Odisha Survey And Settlement (Amendment) Rules, 2020 and Mutation Manual.

held discussions with officials to sort out the issue as uncontested mutation case across the state covers 70 Percent of the total number of revenuecases.
It came to fore that this is the most important public service delivered under Odisha Rights to Public Service (ORTPS) Act by Revenue & Disaster Management Department.
Hence citizens’ perception of Tahasil Administration depends a lot on timely disposal of such cases, officials admit.
As per present procedure, an uncontested mutation case is disposed of within 90 days from the date of institution and within the same period Record Of Right (RoR) is dispatched to the citizen through Speed Post.
The State Government had received grievances alleging undue delay in disposal of such cases and it was decided that both Odisha Survey and Settlement Rules,1962 as well as Mutation Manual need to be amended.
After following due procedure of law and inviting suggestions and objections, necessary amendments have been made and Odisha Survey and Settlement(amendment)Rules, 2020 whichhas been notified vide R&DM Notification No.17235 Dt.26 May 2020.
And accordingly, no notice is now required to be issued when all co-sharers sell the plot(part or in full) and further in such cases, the mutation application shall be disposed of without hearing the parties and field enquiry.
Hence such cases will now be disposed of within a week. The amended Rules further provide that an appeal can be presented within 180 days from the date of order appealed against, which was previously 30 days.
This has also been provided that appeal period should not be a bar for correction of records.
Mutation Manual has also been amended which provides that correction of RoR including map shall be made immediately after final orders are passed.
